The actual tax charges were minor and insignificant. Most people do not even paid any attention to payroll tax taken from their salaries because it was so insignificant. Communist party of the Soviet Union found a better way to tax Soviet people by reducing their salaries to barely support “basic level of life.”

The basic level of life was a government index that shows how much average family would spend on basic food and shelter based on region. Based on this index, Soviet government established a salary base for every factory, collective farm, army, navy or hospital. In the same region, salary were the same. For example, college educated engineer starting salary was 120 rubles per month. When you’re paying 16–20 rubles for decent government apartment with utilities the rest of the money could be dedicated for food and clothing. Most people do not have enough money to save for retirement, but when government guarantee you basic pension to barely survive, you do not really care.

Just some examples: Start salary of college educated engineer on Soviet factory was 120 rubles.

If you like many other people do not have your government-sponsored apartment (cost 16–20 rubles per moths) , you would end up in some communal housing (similar to college dorms) . If you are married they would give you the whole room, otherwise you would live in the same room with other guys (obviously segregated male and female). In the worse cases, it could be 6–8 guys per room. Norm was 4 guys per room. Best situation was 2 guys per room. If you would like to have a pair of jeans (usually Americans like Levi Strauss) it would cost you about 100 rubles (120 rubles is your monthly salary) on black market, you could not buy those in government store. Car (Soviet made, awful design) could cost you between 5000 - 15000 rubles plus you have to be register in queue for several years. My parents waited for government apartment for 10 years, telephone - 20 years. Again, those queues were only for average Soviet citizens, members of nomenclature class did not have such issues. Black markets were in every single city. If you have money, you could buy there almost anything. Many engineers, preferred to spend their vacation working as construction workers somewhere in Siberia or Far North. Because of the climate conditions, the salary there were significantly higher than in mainland Russia. I knew many guys who quit their day job and moved to big government construction sites in Siberia. In several years there, they managed to save enough money to buy car or cooperative apartment (semi-private apartments). The life there was tough: crimes, alcoholism and total absence of any civilized life like theater, library, dancing and even girls. You could move to big Siberian city like Novosibirsk, the salary was better than everywhere in Russia, but food and living costed more too. Climate was tough like every in Siberia.
