«A fortnight has now gone by since Italy attacked my country and I am thankful to say that our mobilization has been almost completed without Italian forces having made any serious inroad. I know that my country owes this in no small degree to support generously given by Royal Navy and Royal Air Force.

2. Now that this phase of war passing is I feel more confident that my forces will be able to hold any Italian attacks provided that British naval and air forces can successfully interrupt passage of reinforcements to Albania.
If this can be done you will have a secure base from which to carry the war against the heart of Italy. As your friend and ally I earnestly pray that opportunity for this offensive will not be lost. Greek forces cannot take this offensive action alone and what is wanted is a large air striking action.

3. Such action would have advantages not only for Greece but for whole Allied cause. First, reports from the captured Italian prisoners and from my Minister in Rome, who has just returned, show that Italian morale is very v low and that determined bombing attacks on a large scale of East coast of Italy combined with a check in Albania, might have overwhelming effect.
Secondly, any offensive action against Italy and Albania would immediately relieve situation in areas vital to British Empire near Suez Canal. Thirdly, I may hope that Prince Paul and perhaps King Boris would wish to resist any German threats to their neutrality provided there was some hope of their having some solid backing.
If Royal Air Force could establish themselves in Greece first, not only would Yugoslavia and perhaps Bulgaria be ready to resist German threat, but Royal Air Force would be able to harass any German advance at a time of year when large scale troop movements are already difficult and will become increasingly so. This might, also influence the situation in Roumania.

4. To get these advantages to Allied cause it is imperative that action should be taken at once. I fully realise preoccupations of British forces in Egypt, who are defending an area ultimately as vital to Greece as to British Empire, and I most deeply appreciate support already given at sacrifice to British strength in that area.  But I am afraid that preoccupations with Egypt loom so large that opportunities of action from Greece are not so clearly seen.
As an ally may I ask that this telegram which has full approval of my Prime Minister, who was a staff officer, shall be shown to Mr. Winston Churchill, whose clear vision in these things is respected in all allied countries. 5. My heartfelt wishes to Elizabeth and yourself.»
